Children aged 3 engaged in cybersex activities

A 33-year-old suspect has been apprehended by the Women and Children Protection Center (WCPC)-Visayas Field Unit, following a joint investigation with the Department of Social Welfare and Development (DSWD 7). The suspect is accused of involving minors in child pornography.

The operation took place early morning on May 29, 2025, at the suspect's residence in one of the barangays in Naga City. Five female victims, aged 15, 14, and 6, and one 15-year-old male victim were found to be the objects of the alleged abuse.

The WCPC, in accordance with a Warrant to Search, Seize, and Examine Computer Data (WSSECD) and a rescue operation, was sanctioned by Judge Benison Mahawan of the Regional Trial Court 7, Branch 65, Talisay City. The operation aimed to secure evidence against the suspect in violation of the Republic Act 11930 (Anti-Online Sexual Abuse or Exploitation of Children, or OSAEC) and the Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act.

The WCPC was assisted by the Forensic Examiner from the Regional Anti-Cybercrime Unit 7, Department of Justice, International Justice Mission (IJM), and DSWD.

Five cellphones allegedly used by the suspect to obtain videos of the abuse were confiscated during the operation. According to the suspect, he had promised the victims money for their cooperation.

The suspect was deceived by an online undercover operative, believing him to be a fellow participant in the abusive activities.

Evidence gathered suggests that the suspect received payments for cybersex, with receipts from a remittance center indicating that he earned around P500 per transaction for loading his cellphone. Screenshots obtained from the undercover operative showed that the victims were lured online for the abusive acts.

The Child Protection Unit of the DSWD is now providing care for the victims, while the suspect remains in custody. **/

This incident sheds light on the ongoing efforts to combat child sexual abuse and exploitation, under the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Acts. These acts aim to prevent and punish the creation, distribution, or possession of child sexual abuse or exploitation materials, including online content, to protect children from abuse and exploitation.

Public awareness and reporting are crucial in combating child sexual abuse and exploitation. If you suspect someone is involved in such activities, it is important to report it to local authorities or organizations dedicated to child protection.

  1. The discovery of the child pornography ring in Naga City highlights the importance of justice and the enforcement of laws, such as the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Acts, in combating sexual-health related crime and ensuring health-and-wellness for minors.
  2. In the realm of general-news, the recent incident involving the arrest of a suspect who exploited minors for child pornography serves as a reminder of the continued collaboration between crime-and-justice agencies, including the Women and Children Protection Center (WCPC) and the Department of Social Welfare and Development (DSWD), in the fight against criminal activities and the pursuit of justice.
  3. As scientists and researchers strive to develop new solutions for health-and-wellness concerns, including sexual-health issues, it is essential to recognize and address the role of technology in facilitating crimes such as child pornography. By working together to prevent and prosecute offenders, we can ensure a safer and healthier online environment for all.
