Müntefering insists that the fundamental rights of nursing home residents, including the need for social contact, must be upheld. He suggests that digital solutions, such as video calls, could be a viable option for maintaining social contact in nursing homes during the pandemic.
However, Müntefering also emphasizes the need for support for care staff. He suggests that they cannot be responsible for organizing visits, conducting tests, and giving instructions in addition to their primary duties. He calls for the provision of technical equipment, such as tablets or smartphones, for nursing home residents to enable video calls.
Müntefering also proposes that training for nursing home staff is essential to effectively use digital solutions for facilitating visits. He further suggests that volunteers may step forward to offer assistance in nursing homes, and that the implementation of digital visitation solutions should be a collaborative effort between local authorities, nursing home staff, and volunteers.
The enforcement of Müntefering's visitation rights in German nursing homes during the COVID-19 situation is enabled by the respective local health authorities and care facility management according to current health regulations. Müntefering implies that the Bundeswehr (German military) may have potential to offer assistance in nursing homes if the health department cannot help out, although he does not advocate for direct involvement.
Müntefering also advocates for the use of email for facilitating visitation rights in German nursing homes. He believes in the importance of maintaining a quality of life for the dying, including the ability to talk, recall memories, go out into the sun, hold hands, or have someone present.
