Discussion Topic: Employer's Responsibility Towards Labour Safety and Road Safety Regulations

In a recent round table seminar held on August 14, 2025, at the Educational Center of MOGAU "Youth Center", over 80 specialists in labor safety and road safety from organisations across the region gathered to discuss the importance of employer compliance with safety regulations.

The event, organised by Magadan Life and Magadan Region Group, focused on the employer's obligation to adhere to labour safety requirements and ensure road safety. Yevgeny Ivanov, an inspector from the State Automobile Inspectorate, provided explanations on the legislative requirements for road safety, while Mikhail Vasilyev detailed the requirements of labour legislation for allowing drivers to perform their duties.

One of the key topics discussed was common violations in road safety, such as driving without a valid license, presenting fake documents, and driving under the influence of alcohol. Alexei Ermoshin, Deputy Minister of Industry and Trade of the Russian Federation, explained that while foreign and international driver's licenses are recognised as valid in the Russian Federation, operating transport vehicles with foreign or international driver's licenses while engaged in labour or other activities related to operating transport vehicles is not allowed. Exceptions are made for citizens of countries where Russian is the official language.

If a foreign citizen needs to obtain a Russian driver's license, they must apply to the traffic police and successfully pass the exams. New requirements for employers, including mandatory training and internship requirements for workers, were also discussed. The information presented at the seminar will be sent to employers in the region who operate passenger and freight vehicles.

According to the organisers, the Ministry of Labor and Social Policy of the Magadan region plans to continue holding seminars on employer's obligation to comply with labour safety requirements and ensure road safety. The article covering the event can also be found in Magadan News in Telegram.
