Request for the 100th transfer of climate technology received by the UNFCCC's Climate Technology Centre and Network (CTCN)

The Climate Technology Centre and Network (CTCN) is providing technical assistance for conducting city climate vulnerability assessments in Laos' six most important cities. This initiative aims to support these cities in understanding their climate risks and vulnerabilities, essential for informed climate adaptation planning.

The assessments will identify and cost ecosystem-based adaptation interventions that can reduce climate risks faced by cities. The purpose is to generate detailed information about how climate change impacts local urban environments, infrastructure, and populations, which is crucial for climate-resilient development strategies.

The Laos Provincial Office of Natural Resources and Management has requested that the CTCN conduct city level climate vulnerability assessments for six socio-economically important cities in Laos. The expected benefits include building the capacity of state and municipal authorities in Laos to address national and sub-national adaptation priorities.

The CTCN's network of over 150 organizations from civil society, the private sector, and research institutions will be responsible for designing and delivering customized solutions for the requested assessments. The assessments will provide information and analysis on the current and future impacts of climate change on people living in the six cities, as well as the impacts on ecosystem goods and services.

This assistance is part of a growing trend of requests not only originating at the national level but also from the local level and multi-country requests. Developing country stakeholders are continuing to seek a broad variety of green technologies from the CTCN. The expected outcomes include comprehensive vulnerability assessment reports for each city, outlining specific climate risks and sectors most at risk.

The assessments are intended to identify city-specific ecosystem-based adaptation (EBA) responses for a proposed Green Climate Fund project. They will also enable evidence-based decision-making by local authorities for integrating climate adaptation into city planning, support capacity building at the city level to better manage climate risks, and improve the enabling environment for sustainable infrastructure development that accounts for climate risks.

The CTCN's Director is Jukka Uosukainen. The technical assistance aims to create environmental and social co-benefits, such as enhanced provision of water and waste treatment through improved ecosystem management. The CTCN has received its 100th request for technical assistance from a developing country since its launch in 2014.

These city-level assessments align with the typical objectives and expected outcomes of CTCN technical assistance in city climate vulnerability assessments, as noted in frameworks for sustainable infrastructure and climate adaptation support worldwide. Such assessments are foundational steps toward building climate-resilient urban development in vulnerable regions.
